Funds Available for Energy Assistance

Kendall-Grundy Community Action Services, a division of Kendall County Health Department, has funds available for the Low Income Energy Assistance Program (LIHEAP) and the Percentage Income Payment Plan (PIPP). The mission for these energy assistance programs are to assist low income households in meeting their immediate home energy needs by paying a portion of winter energy bills to prevent service interruptions, while providing education on home energy conservation and other opportunities to achieve and maintain energy security and financial self-stability.

On September 16th 2019 Kendall-Grundy Community Action Services will accept appointments for households with a person over the age of 60 or with a person receiving Social Security Disability Benefits.

On November 1st, 2019 households with children aged five or under or have been disconnected from gas or electric may apply.

On December 1st, 2019 applications will be open to all other low income households.

To qualify for this assistance on your gas and your electric bills, households must have an income equal to or less than 150 percent of the poverty level as defined in the 2020 poverty guidelines and provide required documentation during the scheduled appointment. Please see requirements below.

Required documentation for appointment:

  1. Social Security numbers for every household member.
  2. Proof of income for the last 30 days including the date of the application for anyone 18 years or older in the household.
  3. Current gas and electric bill issued within the last 30 days (if they pay for the energy directly)

The Percentage of Income Payment Plan (PIPP) is available to LIHEAP eligible households who are customers of Nicor, Ameren, and ComEd. Under PIPP, eligible households pay a percentage of their income, receive a monthly benefit towards their utility bill and, arrearage reduction for every on-time and in full payment they make, if applicable. PIPP applications are taken based on a first-come, first-served basis each month until available funding per county, per utility and priority enrollment group is met. PIPP applications are taken from October 1 – December 31, or until funding is exhausted.

LIHEAP applications are taken based on a first-come, first-served basis until May 31st, 2020 or until funding is exhausted.
